Profile

Miftah has a keen interest in socio-legal research on 1) regulatory governance, legislative drafting, and participatory planning; 2) legal frameworks for physical activity, active mobility, and micro-mobility in urban development; and 3) food regulation. He uses a bicycle as daily means of transport. He lives with Bambang Sumitro (nicknamed BumbleBee) and Brotolaras, his lovely folding bikes, in South Jakarta.

Miftah has been working at the Department of Law, Society, and Development since 2011. During the period from 2010 to 2014, Miftah worked at the Association of Law and Society Studies, the Indonesian Centre for Law and Policy Studies (PSHK), The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), and the Journal of Law and Development -- where he started shaping interests in legislative studies, regulatory governance, effective regulation, and impact assessment. In 2013, he did his first consulting work in legislative drafting, when he was involved in drafting the Bill on Gender Equality (RUU Kesetaraan Gender).

Up to 2016, He has worked as a legal analyst at the National Development Planning Agency (BAPPENAS) where he was involved in the regulatory reform program and the access to justice program as well as conducted legal analysis for various development projects, such as the National Capital Integrated Coastal Development, infrastructure development, and the implementation of Sustainable Development Goals. Up to 2019, Miftah has worked for the National Cyber and Crypto Agency (BSSN) as the legal expert for Regulatory Impact Assessment (RIA) and National Strategy on Cybersecurity.

Since 2019, he has returned to BAPPENAS as the legal expert and legislative drafting consultant in the National Capital City Relocation Plan (UU IKN), the amendment of the Law regarding the National Development Planning System (UU SPPN), and the Indonesia Economic Transformation Program (TEI). In addition, since 2017, he is also frequently hired by the Provincial Government of Jakarta Special Capital Region as an expert and resource person on legislative drafting and various legal issues related to urban governance and development. Recently, he was involved in the drafting of the Provincial Regulation on Food System (Raperda Penyelenggaraan Sistem Pangan).

Besides his academic activities, he co-founded Ildef Research & Advisory (good regulatory practices think tank), ALS Lawyers (sustainability legal services), and Salus Populi (non-profit legal research and advocacy organization for health-related quality of life)
